JOB PURPOSE:
Develop and implement HSE knowledge management and communications processes (internal and external) towards promoting and reinforcing HSE learning and knowledge sharing across the ADNOC Group. Develop and maintain a corporate system for HSE lessons learned internally and externally for
communication to sites and all concerned parties. Prepare and implement annual plan for branded HSE campaigns/programs to promote a positive HSE culture. Support and participate in the implementation of HSE communication strategy across ADNOC and Group Companies
KEY ACCOUNTABILITIES
- Provide expert advice and contribution in development and communication of HSE related information across ADNOC Group.
- Develop and maintain ADNOC HSE Corporate Website. Develop and implement HSE knowledge management and communications processes (internal and external) towards promoting and reinforcing HSE learning and knowledge sharing across the organization.
- Evaluate the functionality of knowledge management tools and their interface with other HSE
applications (such as: HSE Portal, HSE-IMS, etc.) and guide the development of customized
HSE communications solutions. - Update HSE Portal to capture all HSE related procedures, studies and technical information for each team.
- Develop and maintains a corporate system for HSE lessons learned, internally and externally
(Group Companies, E&P industry, professional bodies/organizations), and communicate regularly to the senior Management. - Design and support launch of annual HSE awareness campaigns to support
HSE policy, strategic objectives and initiatives. Coordinates with CC as required facilitating HSE events and procurement of required campaign material. - Prepare and review HSE related publications including HSE Bulletins and HSE Flashes, etc.
- Provide specialist technical support in the development and completion of HSE Reports and
Presentations to Management and for awareness/training purposes. - Provide Regular update and review of comment on Budget and agreement.
- Provide support to technical teams in development, implementation and analysis of HSE surveys
to measure effectiveness of HSE management system, procedures and communications. - Provide assistance in the development of the HSE Information Management Tools (Portal, microsite, etc.) as an integrated mechanism for information related to HSE strategic direction, HSE performance, established business process and procedures, technical reports and HSE Lessons Learned.
- Implement best practices and initiatives in knowledge management to drive continuous improvement in the effectiveness of learning from incidents, HSE studies/reports, cross-project learning and best practice transfer.
- Develop & issue HSE related safety flashes, flags, bulletins, training hand-outs other awareness publications.
- Review, report and update data related to communication and review the relevant budget for communication and programs
- Participate and support the development of HSE culture transformation strategies and implementation of roadmap across ADNOC Group.
Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
- Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control
Policies, Systems, Processes & Procedures
- Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards.
Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE)
Comply with relevant HSE policies, procedures & controls and applicable legislation and guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
- Provide inputs to prepare Section MIS and progress reports for Company Management.
COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Regular contacts with the employees and the concerned management staff of the OPCOs and their contractors in matters related to HSE Communication.
External
- Regular contact with Consultants, third party agencies
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor Degree in Engineering, HSE related subjects or Equivalent.
Minimum Experience & Knowledge & Skills
- 10 years varied experience in HSE within the Oil & Gas industry with a strong background in developing HSE Related communication materials.
